Pre-heat oven to 350 F. Line a 9"x13" baking pan with foil.
In the top of a double boiler over hot (not boiling) water, heat milk and chocolate, stirring often until smooth. Remove from heat; stir in a walnuts. Set aside.
In a mixing bowl, mix flour, oats, baking soda and salt. In another large bowl, beat butter, sugar and vanilla in a large bowl with electric mixer until fluffy. Add flour mixture and beat just to blend. Mixture will be crumbly. Firmly press 2/3 of this mixture into bottom of lined pan. Spread chocolate mixture evenly over top; then sprinkle with remaining flour mixture.
Bake 25-30 min. Cool in pan on a wire rack. Sprinkle top with confectioners' sugar. Lift foil by ends onto cutting board. Cut into 2"x1" bars.

Would make this again.
The recipe wasn't complete , it didn't say when to put the BROWN SUGAR in?? I added in with the flour mixture . I agree I want make this recipe again.
